Maurice A. Bellan is a partner in the Firm's Washington, DC office and a member of the North America Litigation and Compliance and Investigations Practice Group. He advises clients on a broad range of concerns involving fraud and anti-corruption, focusing on the US Foreign Corrupt Practices Act and the False Claims Act. A former criminal investigator and trial attorney at the US Department of Justice, he has over 20 years of complex investigative, civil and criminal litigation experience.

Committed to the greater Washington, DC community, Mr. Bellan has been appointed by the Governor of Maryland to the Maryland Aviation Commission. He is a former member of the judicial nominating committee of the Maryland bar and has served on the boards of organizations such as National Senior Campuses Inc. and the Downtown Columbia Arts & Culture Commission.

Practice Focus

Mr. Bellan's practice focuses on congressional investigations, fraud and anti-corruption, corporate internal investigations and compliance. He is knowledgeable in a range of investigative and enforcement matters, and has conducted compliance and internal investigations with regard to international trade, product pricing, sales and distribution practices. He has represented clients in sensitive investigations and enforcement actions pursued by several branches of government including the DOJ, DoD, FinCEN and various US Congressional committees.

He has handled litigation, internal investigations and conducted compliance training for clients regarding pricing, sales and distribution practices in the pharmaceutical, aerospace and defense, commercial retail, advertising and financial industries.

Maurice has first chair trial experience having handled litigation matters in several federal district courts throughout the country and the Court of Federal Claims in Washington, DC. His most recent federal court victories involved the dismissal of false claims actions involving billing and false certification questions.
